The depiction of the busts and style is more like those seen for Heraclius and his sons, which would be around the 630s AD.

Strictly stylistical that can't be excluded, but the seals of Heraclius are well known. This seal is clearly not Byzantine (ie struck double sided with a boulloterion), but earlier.
