This issue is part of a series which commemorates major events of the Secular Games which took place in october AD 88: this scene depicts the distribution of purifying incense (<a href="http://www.forumancientcoins.com/numiswiki/view.asp?key=Suffimenta">suffimenta</a>) to the people. This ceremony took place at the temple of Jupiter Capitolinus, which is visible in the background.
