Claudius was a capable, yet unlikely emperor. Before coming to power he was shunned as an idiot due to a limp and stutter. After Caligula's murder, the Praetorian Guard found him hiding in fear. He was expecting to be murdered but was instead proclaimed emperor. He governed well and conquered Britain.RP01648.
