Michael IV, the Paphlagonian, was a good ruler, but was weakened by epilepsy. He secluded himself, and as a consequence, his brother John did much of the business of government. He used taxation to the point of extortion, causing a revolt in the Balkans. Michael put down the revolt, but died soon after.
