Septimius Severus, 9 April 193 - 4 February 211 A.D.
In 199, Mesopotamia was partitioned into two Roman provinces divided by the Euphrates, Mesopotamia and Osroene. Two new legions, I Parthica and III Parthica, were formed as a permanent garrison.
