Help identify coin

Hi,
I have had trouble identifying this coin. Before cleaning it was heavily encrusted with a red material. After soaking in distilled water and then olive oil after a couple of years I could only clean with dremel so lost most patina.
It is approx 22 mm diameter. Victory reverse with some legend evident. Obverse has a portrait (not very clear) which I have not been able to identify.
Any help would be appreciated. Thanks Danny

It looks like an issue of either Vespasian or Titus, minted at Caesarea. The reverse is Nike writing on a shield hanging from a palm.  A better pic, diameter and weight would make it easier!

I have found on Wildwinds.
It is Titus with Nike Reverse RPC 11 3211; BMC 19.
Sorry about poor photo - I need a new camera.
