Do I have the correct identification here? Any possibility of determining potential mints? The coin is about 16mm in diameter.

I'm not sure which way the reverse should go! Below I tried to outline where I see the horse (red) and vague spot where the rider should be (blue). I've attached another picture of the image flipped.
