Lead flower?

Small lead decoration of some sort.  Nothing on the reverse side, so it was meant to be mounted on something.  Would it have been on a fibula or was it for ornamentation on walls or mosaics?

The circular mark on the reverse makes me think something more was there once.  Could this be a a button?
