Has to be barbarous or imitation because of the crude style. I like the example myself, very lively for these.
You come across the most interesting coins.

It's highly eccentric reverse in any case, so it's not really any figure in particular, but I think that's closer to Pax than to Salus.  Your figure holds a scepter/staff, not an anchor or spear which is what I am used to seeing for Salus.  Also, that's a branch of peace in her right hand, not an offering for a serpent.
