Lead Token with Hind

Hi, all.  Here is a lead coin or token from Caesarea Maritima, thicker and larger than the usual tesserae I have seen from there.  Any ideas on the identity or mythology of the symbols would be most welcome.

Obv: Figure standing left, right hand
extended, left hand on hip, cape? flowing
behind.
Rev: Animal (horse or hind?) facing altar or fountain.
Semi-circular flower design with five tear-drop shaped
petals, above.
Diameter: 14mm.  Thickness: 3.0mm
Weight: 3.30gm. Axis: 0

No real clue.  But Jupiter / Baal on one side.  Donkey ? on the other?

I wonder if any cult sacrificed donkeys?

Thank you, Shawn.  I will look in the files of eastern gemstones for any parallels.  It reminds me of some rustic scenes with deer or something similar.

I don't see a deer.  I see small upright ears like a donkey or horse and a star behind the head.
