Looks like   Homonoia standing facing, head left, wearing kalathos and holding patera over hole  ;D cornucopia.
The obverse looks like Caracalla and Julia Domna.

The rev. is Tyche with rudder. The right bust of obv. is Serapis. But Gordian III & Serapis with rev. legend without name of governor is unknown. Therefore I think it is Philipp II & Serapis. Sorry, can't find a reference in the moment.

I thought I saw ANT on the obverse but my Greek is...well...as well as you expect a Chinese person raised in US to know about Greek.

Varbanov 1942, Gordian III & Serapis / Tyche,
and legends seem match also.
