Trying to ID this siliqua. What emperor is it?

Best guess for me would be Theodosius I, VIRTVS ROMANORVM reverse, Trier mint. The only other guess would be Valentinian II.

Yes Theodosius.

The mintmark could be also "AQPS" and
the plate coin in RSC V looks much like
your coin. (56 d)

I think Aquilea too, first letter seems more to be a A than a T.
So, it could be Theodosius, Valentinian (RIC #28 or 41) II but also Gratian (RIC #28), Arcadius (RIC #41) and  less obviously Arcadius (RIC #41) Flavius Victor and Magnus Maximus (RIC #54).

by exclusion i d go for aquileia too
does not look like trier , lugdunum or arles
