an interesting Follis to id

I need help to identify this overstruck coin. My first thought was: Maurice Tiberius

Obv: emperor wearing consular robes, legend blundered (?)
Rev: Large M between ANNO and regnal year ( = 4), beneath officina letter B.
The cross and other parts seem to be from the undertype.
Weight: 12,41g

I would guess Heraclius Constantinople overstruck on Maurice Antioch (S. 533).  Legends on the Antioch issues were usually garbled.
