Small Silver Hammered Coin? Seal? Ornament? What Is this?

Hello,
This little item turned up in a collection and I have never seen anything like it and cannot find anything on line by using a simple search.

It looks to be Byzantine, Silver, Uni-face Hammered, about 13mm and weighs about .2 grams.

Any information, ideas or some sort of direction for search criteria would be appreciated.

I've seen a lot of these in Middle Eastern and India types, But this is my first in a byzantine European.
