Victory dragging captive: Arcadius or Honorius?

Can anyone help identify this coin, whether it belongs to arcadius or  honorius, and where could this coin be minted? I know its not easy...

 i would say ARCADIUS with a SALVS REIPVBLICAE reverse

I agree.  The first three letters in the obverse legend look like "DN A".  I would say Arcadius

i read "D N AR[CA]DIVS ..." and see no chance for a HONORIVS

thx guys!  :D what about mint place and sear reference? i myself have always been suspecting this is arcadius too but the dealer stated it is honorious so thats why i ask..

what about mint place and sear reference?

The exergue looks like SMN(A), so it is from Nicomedia. I don't know the Sear reference, but it would be RIC IX Nicomedia 45c
