Greek/Ptolemaic coin for ID

Hello all,

I would like some help with this coin.  It certainly reminds me of the Paphos Cleopatra coins that stirred up some controversy on this board.  This coin is just much bigger than those.  

O: Female bust r., hair pulled back in melon-coiffure, surrounded by dotted border
R: Two cornucopiae, tied with ribbon, some sort of monogram above, to right, Letter  :A3: above  :Greek_Pi_3: and C, below and to left, letter  :Greek_Phi:?

Diameter = 23mm
Weight = 4.4g

Looks like an overstrike.  Doesn't look Ptolemaic - there's no 'PTOLEMAIOY' inscription or other connection to Ptolemaic coinage.

It really looks like it's struck over something else so maybe the undertype can be identified - perhaps Seleukid or some local city coin of the 1st C. BC.
