It's the personification of the Roman senate, not a particular senator. IEPA CYNKLHTOC is the legend, holy Senate. Very common on pseudo-autonomous coins, just like the Demos (DHMOC), the personification of the people. Many other personifications can be found, the Tyche or city goddess, the Boule, the Gerousia, Zeus, Hermes, Artemis, Athena, Herakles etc.
A fascinating subject in my opinion.

It means that the Senate as a whole can be seen as a divine institute.
