This is not a provincial but a late Roman coin.

Hi
This is a small bronze coined under Theodosius II, Emperor of the East (408-450 AD), perhaps from the mint of Cyzicus, in Asia, second workshop (the exergue is not visible, but should be SMKB). I try to give a card a little more detail:
Issuer: Theodosius II, Emperor of the East and son of Arcadius.
Obverse: DN THEODOSIVS P F AVG. Pearl diademed, draped and cuirassed bust of Emperor right.
Reverse: CONCOR-DIA AVG Victory facing, wreath in each hand.
Exergue: SMKB.
References: RIC X Cyzicus 437.
Date: 425-435 AD.
A small bronze uncommon for the type: quite rare coin.

   the only other possibility would be VALENTINIAN 111 a rare coin with the concordia reverse it is a matter of finding a letter on the obverse that matches one of these two emperors
 i will put up a link to my suggestion
 only minted at two mints one of them being cyzicus
