I am not totally sure about the ID of this antoninianus of Severina.
Mint : Rome, I think
But which officina? Does the officina H exist?

Yes you find this is the Rome mint but the letter are "A" insted of "H"

The officina letter H (= 8th officina) in the right field is possible too, which is much rarer and which I think  is to be read on your coin : -/H//XXIR
