Kushan Kujula Kadphises and Hercules

 My questions with this one are: It resembles a one struck in the name of Hermaios with a Hercules reverse but the legend is clearly different. Does anyone have an example of why? Also the obverse shows a much more Eastern style of art. Is it Hermaios or Kujula? Maybe a local imitation would explain?

In my eyes it seems to be a Kujula Kadphises. These coins have stylistically a broad variety: http://www.zeno.ru/showgallery.php?cat=3651
