The reverse looks like a Victory and shield. Hope this helps.

The portrait looks like Domitian, so I'm guessing that it's an early one.

I think that RIC means what sort of Empire like I or II etc...but not sure.

I cannot read the whole Obv inscription and cannot make out hardly anything on the Rev. 
There is a person standing..looking left.

It's certainly the Victory carrying shield inscribed SPQR type, which was struck from 98-101, with COS II, COS III, and COS IIII.

I think it can't be attributed more exactly, unless the rev. legend can be read, or die links can be found to legible specimens
