Could this be a Nero coin? the reference provided was Elaga Aeolis but I can't find it anywhere. Does it ring a bell with anyone?

It's Nero, the legend clearly says ...NEPON. The city is supposed to be Elaia (Elaea) but I don't think it is and I can't read the legend (I don't think  ΕΛΑΙΤΩΝ fits).
It looks as if it is Elaea.
