unidentified medieval hammered coin

Hello All,
Here's another coin that I'd love to identify with the help of some of you out there... This is a medieval hammered piece. On the obverse appears to be a coat of arms, with a thin cross on the reverse with some legible lettering. Anybody have any ideas? some feedback is much appreciated!

three fleur de lis are usually french

i cant say anymore as its not my field. i would imagine however a pre 1515 coin

first picture has to be rotated by 90 degrees it reads starting at 3 o clock CIVITAS ?VTE?TINA
second picture reades KROLVS

so ruler is Charles
and its a coin issued in ?VTE?TINA

I'm blown away that you were able to give me that much information... I bought this coin as well as some other medieval and roman coins from an antique shop for roughly five dollars per coin. my next challenge will be to figure out which charles the coin was struck under! Thanks again!!
