Can't recognize pattern

I seem to see an eagle on the reverse. Can't makeout the obverse to id the emperor.

Andreas has pointed us to the correct direction. I think it is Nikopolis ad Istrum in Moesia inferior. You can read in the ex. PROC I. Eagle on altar between two standards, head with wreath in beak r. The portrait looks more like Geta than Caracalla. In Hristova/Jekov I found two types which resembles yours: HrJ 8.22.47.2 and 47.3. Both struck under Flavius Ulpianus. = AMNG I/1, 1676. AMNG is online for download.
