It's a provincial from Nikopolis ad Istrum and the emperor's name can be read starting at 12h, just left of the laurel wreath (in Greek letters) to about 4h. The reverse is Serapis facing.

 Nikopolis,Pick 2044
Gordian III AE 28mm of Nikopolis, Moesia Inferior. Sab Modestus, legate. Laureate, draped & cuirassed bust right, seen from behind / Serapis standing left, right hand raised, holding sceptre in left.

It's very common for Nikopolis coins that the last letters have to be distributed in the fields, because the engraver ran out of space. It's just a variation though it might be interesting to a specialist, I always think it's cute how they just arrange them however they feel like.

Ref.: a) AMNG I/1, 2043 (WN and PR on rev. ligate, on your coin illegible)
        b) Varbanov (engl.) 4224 (doesn't mention different legend distributions)
        c) Hristova/Jekov No. 8.36.6.5 corr. (writes in error OV - N - IKO, whereas you have O - V N - IKO)

Best regards
