Unknown coin - 23mm 8.3 grams no discernable lettering

Anyone know what this might be?  Cant really distinguish letters on the coin but it looks like maybe  :Greek_Omega: in lower left.  Any direction is appreciated.  Thanks.  - Javier

Looks like a provincial of Claudius, maybe Athena on the reverse?

Claudius?  Doesn't the portrait look a bit like Nero?

Nero AE25 of Perinthos, Thrace. NEPWN KAICAP CEBACTOC, laureate head right / PE-RIN QI-ON, Apollo standing facing, holding lyre & branch. Moushmov 4419.
