Probably this or a very similar issue:



City Commemorative Rome, Constantinopolis mint, 336-337 AD.,
Æ Follis (15-16 mm / 1,46 g),
Obv.: VRBS - ROMA , helmeted, mantled bust of Roma left.
Rev.: GLOR - IA EXERC - ITVS • / CONS z , two soldiers facing each other, holding spears and shields with one standard between them, o on banner, .
RIC VII, 590, 154 (R2) .

I think the obverse is more likely a Constantinopolis than an URBS - I can see an N at about 10 o'clock, and there could be a spear over the left shoulder.
