The reverse is upside down, it reads, KAΛΛΑΤΙΑΝΩΝ, which is the ethnic of Callatis, Moesia Inferior.  The obverse is surely Athena.

I'm not near my books to look it up in AMNG, but will do so later, although I bet someone else will beat me to it.

No,not yet 8) Can it be,that it is one of the coins,wich was in Rome in 275 year,during senat ruling in april-october ??? There were some coins with Genius made - may be it is such one ???

No, definitely not.  It's a civic issue of Callatis, in Moesia Inferior.

That's not unusual.
It's something like this but a different reverse:

The reverse legend clearly says that it's Kallatis.
I like these small pseudo-autonomous coins with Roma obverse, I have a few of them
from different cities.
