Nero dual busts provincial help needed

Hello!

I need help identifying a AE20 provincial coin of Nero.  It has facing busts of Nero (facing right) and another (facing left).  It is uncertain if the second bust is a young woman or man (possibly Statilia Messalina or Britannicus).  The closest thing I can find is a dual bust of Nero and Stalilia Messalina from Hypaipa, Lydia (RPC I, 2545):  http://www.asiaminorcoins.com/gallery/displayimage.php?pos=-1980

The obverse of this coin has an inscription around the rim that is illegible, but the letter N between the two busts.  Unlike the RPC I, 2545 coin, Nero is on the right, not the left.  It also has a statue of the Ephesian Artemis on the reverse, but has an illegible inscription around the rim rather than in the field as the RPC I, 2545 coin shows.  Is this a variant of Nero and Statilia Messalina from Hypaipa?  Or is it something else.  Any help is greatly appreciated.
