An Vrbs Roma with only one star

That Vrbs Roma of roman mint (RFQ), has only one star.

I had a similar coin from Rome that I sold recently. Mine was certainly caused by an uneven and flat strike at that side of the coin. Yours looks as if it might be the same.

I found one today in an uncleaned lot with only one star. Because of the raised rim, I don't think it resulted from an uneven strike. Is this a recorded variation? This is from the Siscia (SIS) mint. It still needs cleaning... the shiny look is from a brass brush.
