Very crude REPARATIO REIPVB

This coin is very crude the A's look like H's and the mint mark looks like IIIIP. Is it barbarious or official? Could someone also help me find the RIC or Sear ID.
Obv:Seems like it is "DNGRATIA-NVSPFAVG" But not really sure.
Rev:Seems like it is "REPARATIO-REIPVB" but very crude.
Mint: IIIIP (Maybe MNP or MLIP or NNP etc etc)

There are only 4 mintmarks ending by P in Helvetica's list. (Gratian, REPARATIO REIPVB)

Why is my coin so much more crude looking, Is it official?

I think it's normal that letters ANRH look nearly same.
