clipped flan/bow and arrow reverse help needed

Morning all,

I had no idea on the orientation of the obverse so I did all 4 possiblities (see below). I do not have a lot to offer more than the pics. The reverse is a bow and arrow and there is not legend that I could discern on either the ob or the rev. Any help is, as always, welcome and appreciated!

Thank you everyone.

Bolt - I am trying, but I cannot see a bust on the obverse...it almost looks like a bull lying down in the right light! lol (but the reverse looks close and the flan is the right shape!)

Scott and  Larry, thanks I will start looking in those directions. I did a coinarchive search on bow and arrow and got a few Pantikapaion hits, but they were much bigger with the Pan bust obverse. I am thinking that this will be one of those that I'll stumble across on down the road and have to dig it out of the "unsuccessfully attributed" bag!  ;D
