Does anyone know what this votive coin is? Im not sure if is Theodosius I or other emperor

I believe Theodosius I or Valentinianus II, pearl diademed, draped and cuirassed, SMNA? in exerge, Nicomedia mint, RIC IX #38b or #38a.
