Theodosius usually has a broken legend with this series: D N THEODO - SIVS P F AVG.
Your coin is Valentinian II.

I believe DN VALENTINIANVS PF AVG, SALVS REI-PVBLICAE trophy on shoulder, blank left fiel, none mintmark (Rome) or SMNA (Nicomedia).
