Looks like SALVS REI PVBLICAE, Victory advancing l. dragging captive. This type has been struck for Theodosius I, Valentinian II, Arcadius and Honorius. With cross in l. rev. field from Nikomedia, Antiochia and Alexandria. With Tau-Rho in l. rev. field from Aquileia, Rome, Thessalonica, Constantinople, Cyzikus, Antiochia and Alexandria. Can't decide it.

Looking at the portrait style, I would focus on a western mint (Aquileia?)
