Ultimate Challenge - Unidentified overlaid in Gold !

I bought this cheap in a small lot of Roman coins twenty years ago. No expert of the caliber as such found on this site has ever seen it, but many with some relative coin knowledge have been plain baffled by it through the years.
Therefore I submit this as a bit of a challenge and would be delighted to get an identification.
It is definitely bronze overlaid with gold, with an average diameter of 25mm. 1mm thick.
In my humble opinion I would guess its some sort of ancient forgery.

It looks like a fouree of an imitation coin with  Gloria Exerctius reverse. Never seen one like it. :)

A fouree is not automatically ancient. There are modern fakes that are fourees tough in this case I
don't think this coin is modern. What and how old it is it is, I have no idea though.

What leads to the assertion the cladding is gold rather than brass?

I don't have the means to weigh the coin accurately.
I assume it's gold overlay because of the obvious feel and colour of gold, I haven't tested it, I'm pretty sure it's gold though.
