Emperor with founding rite on rev

Hi All,


Can anybody help with determining emperor and city please ?

Data: Bronze - 13-14 mm - 1,9 grams - Die axis 06:00.

... IN O/C ...
Bust of laureate draped and bearded emperor facing right

Priest following two bulls setting out the sulcus primigenius. Priest has almost fallen off the rim. Under the bull an A and possibly a N

It can be Marcus Aurelius - with inscription [M. ANTON]INOC [CEB] or something similar.

If it's Marcus, this is the only ploughing one in RPC at present:

But to be honest, neither seem to be a good match.

To be quite honest the bulls look alike (in build).
Now I'll check if I can find any initials in rev.
