Off hand, the style and fabric are late Umayyad/ early 'Abbasid, perhaps from a mint in the Jazirah? The mint name  is unfortunately missing. The date may be [1]3x but I'm not certain.

Obv. margin: illegible. Possibly naming governors if 'Abbasid.
Obv. center: la ilah illa / Allah wahdahu / la sehrikh lahu. "There is no god but Allah alone; there are no others with Him".

Rev. margin: bism Allah zarb haza al-fils ... XXX ... thelathin wa mi'at. "In the name of Allah was struck this fals ... (at mint X in the year X and) ...  thirty and one hundred".
Rev. center: Muhammad / rassul / Allah. "Muhammad is the messenger of Allah".

This  is an early Abbasid fals from Halab mint type.
The mint (halab) is missing while we can still see part of the date 13(?).

Best regards

Thanks!

Can further cleaning make the mint name visible?

The mint name is off flan at reverse bottom (your image needs rotated 180 degrees).

No , do not touch it as the bottom part of the mint name is visible.
It consists of four letters : Bi-Ha-La-B.
