soldiers 2 standards ID required

Normally I don't have difficulty ID-ing ordinary Roman coins, but this one just gives too few clues:
Nice and bold portrait of what looks like a prince, possibly Constans; parts of text on right side visible, but confusing.
reverse isn't helpful either: ruined by wrong cleaning; no mintmark legible.
Who sees what I don't??

But the question remains the same: who is it and how does the obverse text read?
