The rev is Annona holding grain over a modius, legend presumably ANNONA AVG (or AVGG)

I think it is Philip I,  L PHILIPPVS AVG possibly being the visible letters, although it's hard to be certain.

Steve is right, it's Philip father (this reverse does not exist for Philip son) : IMP M IVL PHILIPPVS AVG / ANNONA AVGG - Annona with modius, Cohen 25, RIC 28c.
