So I presume

 Constantius II
CONSTANTI-VS PF AVG
One standard with M on banner,
ex IRS crescent
 Trier RIC VII108

but what might mint date be?

RIC VIII gives the date as being after April 340.

That is after the death of Constantine II in spring 340, since he was no longer included in the issue with this mintmark.

Kent would confine this issue to spring 340, but I don't see why it couldn't have continued for several months or even a year or two longer, given the commonness of RIC 108 (C3) and RIC 111 (C4).
