I think it's the bust of Roman Senate (QEWN CYNKLHTON) resembling Domitia at Apollonis (APOLLWNIDEWN) in Lydia (RPC II 951).

It's not an empress but a pseudo-autonomous coin. The mint may be Apollonieron or
a city with a similar name.

LYDIA, Apollonis. Autonomous issues. Late 1st or early 2nd century AD. Æ. Draped female bust of Senate right, wearing Flavian-style coiffure / Citharus. RPC II 951; SNG Copenhagen 20.

Apparently, very rare.
