I think Domitian.  I'll start playing on wildwinds to see if I can nail it down.

Yes, I think it is a Domitian... I just attributed an As from him, and the part of the OBV that is GERM COSXI is exactly like the one I attributed.

Postumus gives the obv. legend correctly, with COS XIII = 87 AD, but rev. is probably FIDEI PVBLICAE S - C, Fides standing r., holding plate of fruit and wheat ears.  This must be an As not a sestertius.
