The l. side shows HIERA SVNKLHTOC (holy senate), the r. side THEAN ROMHN (= divine Rome).

I think Pscipio is the specialist for these types!

It is a coin of Pergamon Mysia from the 1st Century....  with a bust of the Senate and a bust of Roma
