Nicaea Lady

I picked up a bunch of unidentified provincials to challenge my attribution skills, but a few of them have stumped me. First, this Nicaea, I think a few letters on the obv fall into place for Severus Alexander.
Rev. NIKA..., but who's that lady? Is she holding a snake or a branch, or is her arm just very long and flexible?
