I am pretty sure that this is Gordian III and Tranquillina and also pretty sure that it was minted in Markianopolis but I am having trouble with a more precise attribution.

It's Macrinus and his son Diadumenian. Markianopolis is correct.
The governor is  P. Fu... Pontianus, according to:

It also looks similar to no. Mar5.57 on this page - same general type anyway
