Antoninus Pius As has me stumped

This is apparently an As of Antoninus Pius.  The coin is 11.27 grams and is 31mm across.  It's quite worn, but there seems to be a COS IIII visible on the reverse.  It looks like a Liberalitas reverse, but I can only fnd that listed for a dupondius, not an As.  Any ideas on this coin?

Isn't 31mm far too big for an As?

Could it be a Sestertius, RIC 916a?

The diameter is in the sestertius range, but the weight seems too light.  Could it be a sestertius?

All the 916a I have seen are 23+gms so this does seem too light.
