Hi

It is apparently a follis of Constantius I or II badly struck. In more there is a hole it obverse. It is strange..

It is a double struck Constantius I (his grandson did not strike this type)

IMP CONSTANTIVS PF AVG
GENIO POPV-LI ROMANI

I can't really make out the bust, but believe that it is laureate and cuirassed, so RIC VI Trier 652a, 1 May 305- early 307.
