The portrait looks as that of Augustus. Ptolemaic Eagle...
Is it a rare coin?

this looks more like Claudius

Emmett 80 Eagle stg r head l thunderbolt Yrs. 11-13, & 15 (CE 50-53, 54)

Yr. 11 is a 5 (highest rarity) as is year 15, the other years are fairly common according to Emmett.
