I have this as:

Philip I (The Arab) AE Sestertius

Attribution: RIC 174a, Rome; Sear 8996
Date: AD 249
Obverse: IMP M IVL PHILIPPVS AVG, laureate draped bust r.
Reverse: FORTVNA RDVX, Fortuna seated l., holding rudder and cornucopiae, wheel below seat, SC in exergue
Size:  28 mm
Weight: 14.12 grams

I just want to confirm that this is the correct attribution.

It is correct, although I don't know about your dating: RIC only gives 244-249 AD for it as the coin itself has no date on it.
